Display Energy Certificates


The Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 requires that buildings over 1,000m2 occupied or part occupied by a public authority or institution (Schools, Colleges, Universities, Hospitals etc.) frequently visited by the public will require a Display Energy Certificate (DEC) and associated advisory report. The certificates can only be produced by qualified and accredited commercial energy assessors.

What is a Display Energy Certificate?

A Display Energy Certificate (DEC), gives an A – G rating of energy performance based on actual energy consumption for the building in question. An A rating means good energy efficiency and low bills; a G rating means poor efficiency and higher bills. The certificate must be displayed in a prominent position within the building. The advisory report that accompanies the certificate is valid for 7 years but the certificate must be reviewed annually.

What are the benefits from a DEC?

The DEC will provide you with a better understanding of your energy consumption and the efficiency of your building and the areas that can be improved to save you money. The certificate will be on display to show you are complying with the Regulations and will provide an indication of annual running costs.

Are there penalties for non-compliance?

The penalty is £500 for failing to display a DEC at all times in a prominent place clearly visible to the public and £1,000 for failing to have a valid advisory report. The penalty notice will also include the requirement to produce a valid Display Energy Certificate and Advisory Report and you can therefore be fined on a repeat basis.
