Irish Schools PPP Pilots Schools Bundle Review – Republic of Ireland

Drees & Sommer were commissioned by the Department for Education to undertake a first of its kind Mid-Term Review of the PPP Pilot Schools Bundle, the first PPP Procured in Ireland in 2000. The Mid-Term Review looks back at the operational delivery of the project and measures how it has met its objectives.

Drees & Sommer collaborated with the Department for Education to develop an appropriate delivery model, that will be applied over future Mid-Term Reviews. The completed report and the analysis of the schemes by Drees & Sommer has been published in July 2021 by the Department of Education.

Drees & Sommer delivered a wide-ranging report analysing the success of the PPP scheme. The Mid-Term review identified where services were being delivered well across factors such as condition, compliance, energy performance and design. Our expert team assessed the condition of nine schools constructed in 2001 and operated as a PPP since this time. The condition assessment was a full building and M&E survey on a detailed room by room asset by asset basis; in line with NRM3 Level 4 taxonomy. The survey informed several elements of the reporting including a whole life cost model, backlog maintenance calculations and a latent defect assessment.

We have also undertaken energy modelling for the schools and delivered a full energy and sustainability audit to determine utility consumption levels and embodied carbon of the schools. The detailed analysis presented the opportunity to analyse the operation of the schools against their set energy requirement criteria.

A full statutory compliance audit was also undertaken by Drees & Sommer to determine the compliance of the schools against their outputs, specification, and the legal obligations for maintenance. The statutory compliance review was used by the Department of Education and the schools to enhance the delivery of operational services.
